Hostage taking and structured criminal group for AKSH tenders

Two well-known businessmen in the field of technology and information services, Ergys Agasi and Ermal Beqiri, escaped arrest on Tuesday morning, following an arrest warrant issued by the Special Prosecution Office.

It is learned that the two businessmen fled before BKH agents executed the arrest warrants, while according to SPAK, Agasi and Beqiri are suspected of participating in an organized criminal scheme to manipulate public tenders, using violence, blackmail and connections with state officials to eliminate competition.

On December 15, 2025, the Prosecution submitted to the Special Court of First Instance the request for the imposition of security measures for 8 citizens under investigation. Today, on December 16, 2025, investigators of the National Bureau of Investigation have executed the court decisions for some of them, without being able to arrest the two main defendants in this criminal proceeding.

SPAK’s investigations show that Ermal Beqiri, owner of the company “Soft & Solution”, has won dozens of public tenders at AKSHI, while Ergys Agasi has acted as a connecting link between business and officials of the institution, ensuring the favoring of certain companies and the elimination of competition.

One of the main pieces of evidence in the investigation is the alleged episode of hostage-taking and rape of businessman Gerond Meçe, who had filed complaints about the tender procedures of the Albanian Public Procurement Agency. According to SPAK, Meçe was taken hostage for several hours by Agasi and Beqiri, in collaboration with State Police officials, and was forced to withdraw from public competitions.

According to SPAK, the suspected citizens committed the criminal offense of “Unlawful Competition through Violence” and forced representatives of companies participating in tenders to drop their complaints about certain procedures, paving the way for the predetermined companies.

“Within the framework of the activity of the “Structured Criminal Group”, the suspected citizens have committed the criminal offense of “Unlawful Competition through Violence” and have forced representatives of companies participating in tenders to abandon their complaints about certain tender procedures, thus paving the way for predetermined companies, for which the review of the complaint could also lead to a change in the ranking of the list of winners.” – announced the Special Prosecution.

The investigation has revealed that the suspected citizens, acting within a structured criminal group, manipulated tender procedures to favor certain companies, defining illegal criteria and forcing other companies to withdraw appeals that could have changed the ranking of the winners.

Also, some company administrators are suspected of having committed illegal actions, issuing fictitious invoices and carrying out transactions with companies that were not part of the tender procedures.

Ergys Agas has been charged with 6 serious criminal offenses, including hostage-taking, money laundering and the creation of criminal organizations. Similar charges have also been filed against Ermal Beqiri, while the long list of names under investigation also includes the director of the Albanian Anti-Corruption Agency, Mirlinda Karçanaj.

The security measure “house arrest” has been imposed on Director Karçanaj, while “prison arrest” has been imposed on Ermal Beqiri.

SPAK has listed a number of charges, including “Unlawful competition through violence”, “Unlawful deprivation of liberty”, “Violation of equality of participants in tenders or public auctions”, as well as “Laundering of proceeds of crime”, committed in the form of cooperation of a structured criminal group.

Ermal Beqiri is the sole owner of “Soft & Solution”, a company that has won dozens of public tenders, while Ergys Agasi is the owner of the company “EA Solution”. According to data from the National Business Center, the two companies have a common address, a fact that increases suspicions of collaboration between them.

The company “Soft & Solution” was founded in 2011 to implement and maintain IT systems. In 2017, it opened a secondary address that coincided with the location of Agas’s company.

In July 2021, owner Arjola Koromani sold the company to Ermal Beqiri for around 1 million lekë, although her real profits were many times higher.

Retained earnings amounted to around 106 million lekë, while the profit for the financial year was around 135 million lekë. Just a few months after the sale, the company’s capital was increased by around 59 million lekë from retained earnings, bringing the total capital to around 60 million lekë new.

According to official data, over the last five years alone, AKSHI has carried out 1122 transactions with a total value of around 6.64 billion lek, while in 2022 alone, payments for classified contracts amounted to around 1.74 billion lek.

Ergys Agas’s name has previously been mentioned publicly by fugitive former Deputy Prime Minister Arben Ahmetaj as “the coordinator between the prime minister and criminal groups,” but Agas has considered these accusations to be rumors.

According to Ahmetaj, the Durrës businessman is the eminence grise of Prime Minister Edi Rama, whose businesses appear to have benefited from public funds. The company, EA Solutions, has had an inexplicable financial growth within a year of its creation and surprisingly in the field of IT services.
The documents show that EA Solutions , founded in March 2023, declared profits of 2.2 million euros in just one year. This figure becomes even more suspicious when considering the fact that its total annual expenses are only 100 thousand euros.
