The “epochal” changes brought about by Belinda Balluku

Today we heard how the Prime Minister analyzed one by one the achievements of the infrastructure and energy sectors during their 7-year leadership by Ms. Balluku.

Rama based all the arguments to justify the vote against SPAK’s request to lift her immunity on the “epochal” changes in the sectors she has led.

So what are these “transformations” that the Prime Minister listed?

Can the daily collapses of new roads be called transformation? Is it transformation to take over 10 years to build a road no longer than 50 km and as soon as you open it for traffic, it suffers a landslide, as in the case of Qukë-Qafë Plloçë? Is it transformation to open an unfinished road for traffic and then collapse as happened with Korçë-Ersekë? Can the fact that the Tirana Ring Road (a 36-year project) has not yet been completed, has damage in the built parts and does not offer a solution for traffic be called transformation?

What is called transformation, starting the expansion of Tirana-Durres without a study and 11 years late after you promised it? Taking 4 mandates to start the expansion of Elbasan-Qafë Thanë and 4 years to sign contracts for the construction of concession roads? Is it transformation to build only 20 km out of 300 that the Blue Corridor crosses in Albania and those that have been built have damage (Thumanë-Kashar)?

Is it transformation to start building a tourist marina in 2022 at the Port of Durres and today, in 2026, not yet having closed the competition for the new replacement port? Is it transformation to do the same in Vlora? To build palaces and a yacht port without starting the implementation of the Triport project? Is it transformation to risk leaving the country without a commercial port?

What is the energy transformation, the reform of the first mandate? How much has the public capacity of energy production increased? In 2013, KESH’s production assets were 1572 MWh while today they are 1563 MWh, so only 36 MWh more (as much as 7 days of consumption)! But collections have increased both for the collection of citizens’ debts and for energy that today is not tolerated not to be paid. 11 billion euros said the prime minister! So where did this money go? Why was it not invested and why during the crisis were the companies in the sector supported with budget money?

However, let’s assume that what was said was true and that Albania has been transformed, even assuming that during this time, underwater tunnels and power transmission lines with other continents have been built.

Here the prime minister would have to give an elementary stance: Is it in his principle and that of the Socialist Party that in the name of building “major infrastructure works” 30 million euros should be spent on just one? Can a member of his cabinet be applauded and defended when she has directed the appointment of the company that will earn this amount without doing any work (without prejudging whether she benefited herself or not)?

To believe this, Mr. Rama does not need to read 16 thousand pages of documents that SPAK has submitted to the Assembly, but it is enough to call the Director of Taxes and ask him how much dividend the Turkish companies have shared from the Llogara Tunnel project.

There you may understand that the only epochal change today was the communication of the institutional act that will take place on Thursday, where the Socialists for the first time publicly distance themselves from a new justice system, promoted by themselves as the salvation of the country – and which has cost ordinary citizens dozens of years of waiting with the excuse that it would end impunity.
